Professor David Hulme

David Hulme is Professor of Development Studies, Head of the Institute for Development Policy and Management and Director of the Brooks World Poverty Institute at the University of Manchester, UK. He was founder-director of the Chronic Poverty Research Centre and has worked on rural development, microfinance, the role of NGOs in development, poverty dynamics and social protection His main focus has been on Bangladesh but he has worked extensively across South Asia, East Africa and the Pacific.

Most recently he has been trying to understand why the idea of global poverty eradication entered the international policy agenda in the 1990s.

Recent books include Global Poverty (2010, Routledge), What Works for the Poorest? (Practical Action, 2010), Poverty Dynamics (2009, OUP, with T Addison and R Kanbur), Social Protection for the Poor and Poorest (2008, Palgrave, with A Barrientos) and Challenging Global Inequality (2007, Palgrave, with A Greig and M Turner).


 

Professor AyÅŸe BuÄŸra

Ayşe Buğra completed her higher education in Canada and did her PhD in Economics at McGill University. She is still Professor in the Atatürk Institute at Boğaziçi University and co-founder of Social Policy Forum of Boğaziçi University.

Her fields of specializations are History and Methodology of Economics, comparative social policy and development economics.

Her publications include Capitalism, Poverty and Social Policy in Turkey (İletişim Yayınları, 2008), Beyond the State-Market Dichotomy (İletişim Yayınları, 2000), State and Business in Modern Turkey (State University of New York Press, 1994, On Economists and Human Behavior (Remzi Kitabevi, 1989; İletişim Yayınları, 1995), Islam in Economic Organizations (TESEV/Friedrich Ebert Vakfı, 1999), Reading Karl Polanyi for the 21st Century: Market Economy as a Political Project (co-edited with Kaan Ağartan, Palgrave Macmillan, 2007), Sınıftan Sınıfa (collection, İletişim Yayınları, 2010), Towards Basic Income as a Fundamental Right (co-edited with Çağlar Keyder, İletişim Yayınları, 2007), Writings on Social Policy (co-edited with Çağlar Keyder, İletişim Yayınları, 2006), State, Market, and Organizational Form (co-edited with Behlül Üsdiken, Walter de Gruyter, 1997).


She has published extensively in different edited collections and in international journals. Ayşe Buğra is the translator of The Great Transformation by Karl Polanyi into Turkish (Alan Yayıncılık, 1986; İletişim Yayınları, 2000).


 

Shahid Najam

Shahid Najam assumed his office as the United Nations Development Programme Resident Representative in Ankara on 24 December 2009.

Najam, a national of Pakistan, has to his credit; four Masterates including Masters of Law and MSc. Public Policy from London School of Economics and Political Science, London UK and MSc. Rural Development a joint programme of Wye College London. He has a vast experience of more than 33 years (of which more than 15 years with the UN system) in public policy formulation and analysis; development planning and programming; formulation, implementation and monitoring of projects and work plans; resource mobilization and management; and disaster management and relief operations. Some high level positions with the Government of Pakistan held by Najam included Commissioner, Lahore Division and Chief Operating Officer, Punjab Board of Investment and Trade.

Shahid Najam has served in various capacities in the UN system, including FAO Representative, Chief Decentralization Support Service and Deputy FAO Representative in Tanzania .

His major contribution included formulation and management of large development programmes in the economic and social sectors including 5 years joint FAO-Iran National Medium Term Priority Framework in the agriculture sector; specifically targeted programs for poverty alleviation, income generation and urban and rural development; development of community based and managed "Model villages" in the poverty stricken rural areas and "Model Wards" in the poor urban slums; the design and implementation of the new decentralized governance system in Pakistan involving delegation, devolution and deconcentration of power in favour of the elected representatives at local level; and establishment of Investment Promotion Agency for the province of Punjab in Pakistan.

He speaks English, French and Urdu and is reasonably well conversant with Farsi.
